AI Laws in Brazil
Brazil is moving toward a comprehensive, EU-style risk-based AI law (PL 2338/2023) that would classify AI by risk, mandate transparency and impact assessments, and designate the data authority ANPD as central coordinator. The Senate approved the bill in December 2024 and sent it to the Chamber of Deputies, where as of 2026 it remains in a special committee awaiting the rapporteur's opinion — it is not yet binding. In the meantime, businesses deploying AI must comply with the LGPD for any personal-data processing, where ANPD is already enforcing rules on AI training data, scraping, and transparency.
